LHASA PROJECT - European Community Programme Interreg III B Cadses

The Incubator is an elements of connection between territory and resident population. Through this we have realized new job opportunities with a new informatic laboratory.
This project has backed formative activities like 'Get Started Up 2006' for the development of enterprise culture and other informative activities about enterprise life.

The municipality of Venice has played an important part in the Lhasa Project, which was part of the Community initiative Interreg III, that contributes to the interregional and international cooperation for an harmonic and balanced development in the European territory.

The project was presented in 2003 and came to an end in July 2006. The leader of the project was the City of Berlin (in particular with the Marzahn Hellersdorf district) and Iprom Immobilien und Projektmanagement, while the most important participants were, besides the Municipality of Venice, the City of Leipzig (Germany), Warsaw and Tychy (Poland), Budapest, Pilsen (Croatia), Banska Bystrica (Slovakia).

The goals of the project were:

  • the development of a territorial planning for specific residential areas as a mean of connection between local and regional level which takes into account the participation of citizens in the realization of specific strategies of urban development.
  • the consolidation of socio-economic structures in the selected areas with the specific goal of improving the construction quality according to local needs;
  • improving the economic dynamism through increasing occupation;
  • reaching a spatial and functional integration between urban and rural environment;
  • planning public spaces that respond to residents’ needs;
  • developing socio-cultural infrastructures;
  • attracting small enterprises’ participation;
  • the fostering of the integration between citizens and their residential area, taking into account specific needs and promoting the realization of public structures;
  • keep in mind others’ experiences in order to avoid past errors, highlighting and following above all the good practices coming from the international field;
  • the development and the realization of common projects in the CADSES area, the Central European Adriatic Danubian South Eastern European Space, (in Italy the regions of Puglia, Molise, Abruzzo, Marche, Friuli Venezia Giulia, Veneto, Emilia Romagna, Lombardia, Trentino Alto Adige, Umbria), between EU and non EU members.

The initiatives realized by the City of Venice, its contribution to the fulfilment of the project, have regarded specific actions considered as master plans. The first action concerned the realization of a series of social initiatives in the Marghera area, while the second initiative contributed to the socio-economic revitalizing of the Giudecca island through the creation of an Incubator for local enterprises and the organization of computer literacy courses for residents.

The Municipality of Venice, together with other public and private institutions, has developed an advertising and promotion plan for the Ex Cnomv Incubator in order to foster the participation of small and medium enterprises and the organization of encounters and debates involving local residents.
In Venice the specific goal of increasing occupation in residential areas was met through the presence of 17 start-up enterprises at the Ex Cnomv Incubator. After the first year, that number reached 22 with a total number of 110/120 employees.
This initiative owes its success to the organization of a series of encounters about the promotion of entrepreneurial culture and about financial facilities with the title “Mettersi in Proprio 2206” (“Start your own Activity 2006”). Moreover, a classroom with 14 personal computers and a presentation station has been created with the specific goal of promoting the Incubator and all the opportunities that it offers and allowing in 10 months 750 people to attend a series of computer literacy courses on the Office Package and on the creation of web pages.
